Its an issue related to the ctype functions and utf.8

setting LANG=en_GB turns off the .UTF-8 extension it has by default,
i have tried changing the locale inside the mw source code and
it doesnt seem to have any effect. once utf8 is turned on i cant
seem to get it to turn off again, and none of the setlocale calls
i try make any difference
