[SUCS Devel] [Proposal] Gitlab to become the face of projects.sucs.org

I see no problems with it.
I've checked the links with a tunnel and they appear to be working.
If you migrate to projects.sucs.org what changes do you expect to be 
required to configs (if any) and as a plus we'll have a cert for it.
