[mw-devel] New version and Debian packaging guide

For the record, Graham (chckens) updated the specfile and installed a
new mw RPM on silver today but he wasn't subscribed to the list so we
didn't get an email about it. Chris (rollercow) fixed the mailing list
so this doesn't happen again.

Also, I've just written a how to for updating the debian package of mw:
http://projects.sucs.org/projects/mw/wiki/DebianPackaging which should
make life easier when we finally get around to migrating to debsilver.
